Let's not forget that US companies are private entities, as opposed to CNOOC, which is effectively part of the Chinese government, a government in which the Chinese people don't even have a real say. Also, remember that this deal was voted on by the shareholders, not dictated by the government. Oh, and name the foreign companies that the US government has bought out.

The government of China runs the company that controls CNOOC, so it is effectively part of the Chinese government.
