Having a discussion with Giner ... he told me that he didn't had a sub in a long period even if he was independent.
In this time ... a lot of subs are spawning in the center of the galaxy's core. Sadly there are a lot of instability there and most of them are quiting.

I want to know if there are any criteria to meet in order for a sub to spwan in some place.
If it is a random event ... well ... is not so random because otherwise Giner would have got a sub by now ( most probably ).

So ... ?

There has to be enough neutral space for expansion, and some friends and enemies nearby.

I have a feeling that the subs are spawning with preference in the center. Or so to say - at first they start from the center and if there is no free space/no free superordinate, they spawn towards the outer rims...

    a) There must be a weak house
    b) There must be enough neutral systems
    c) There must be an "enemy" house near
    d) There must be no warplanets nearby.

Weak is defined as having as close to zero subs as it gets.

I do not know if there are priorities like "place A has 50 neutral planets in range, but the next wp is only 200 LY away, while place B has only 30 neutral planets, but the next wp is 500 LY away -> take B", or if it's just yes/no (>10 planets? Check. Enemy nearby? Check. No warplanet? Check.)

I'd imagine it forgets about one of these requirements if no place fullfills everyone, but Maelstroem never explained in that great detail.

He did not state anything regards prefering the center lately, though it might be, would have to check everything.

It's quite old, but while the numbers might have changed, i believe the general criteria are the same.
